How TelePresence Improves Public Health Care in Chile


The hospitals in Talcahuano (Las Higueras), San Carlos and Linares have inaugurated Cisco TelePresence units -- the high-definition video technology that allows them to interact with their patients via tele-consultations, examinations and interviews. The TelePresence technology also helps them find solutions for cardiovascular pathologies, the main public health problem facing Chilean society that has resulted in great human and economic impact.

This HD video communication solution enables the hospitals in Linares and San Carlos to connect with specialists in Las Higueras Hospital in Talcahuano and carry out remote specialized consultations -- as a result accelerating the process of attending to patients.

As an example, now the time taken for a specialist's first response has been significantly reduced (from 12 months to 54 hours), as well as the time taken to resolve the problem that gave rise to the initial consultation (from as long as two years down to one month).

Enabling Just-in-Time Healthcare to Citizens

The Cisco TelePresence solution is a pilot project that forms part of and complements the Galileo Telemedical Program, developed in the Hemodynamic and Electrophysiology Unit of Las Higueras Hospital in Talcahuano as a solution for pathologies in the cardiovascular area, illnesses that produce long waiting lists and high mortality rates in Chile.

This managed solution is a contribution made by Telefónica Empresas -- based on Cisco´s technology -- in collaboration with the Talcahuano Health Services and Las Higueras Hospital, showing the positive impact of public-private partnerships in the implementation of technologies that can transform peoples' lives. This solution works through the Chilean Ministry of Health's communication network (administered by Movistar), and it includes three Cisco TelePresence System 1300 Series units.

This new system deployment facilitates effective and timely access to specialized health care for all citizens -- no matter where they live. It improves the quality of patient care and the efficiency of medical attention, helping to reduce or eliminate waiting lists for health care services.

Pilot Project Delivers Cost-Effective Treatment Options

It makes prioritization of referrals easier, improving the access of the most seriously ill patients to critical operations. It reduces the number of referrals to the specialty center, which saves money for the health care system overall, as well as for patients and their families. There are also benefits for the individual such as in terms of reduction in the number of trips needed to be made, hours or days missed from work or school, and avoiding disruption in family life.

It provides a solution within the system, optimizing current resources in an efficient way by empowering initiatives that are already present within the existing health care system.

Movistar is providing this Cisco technology as a pilot project at no cost to local health services in order to evaluate its impact and effectiveness. They do this as part of their corporate social responsibility initiatives in an effort to provide innovative solutions to the health care system's most critical needs and to alleviate the extra difficulties these hospitals have had to face after the 2010 earthquake due to the reduction of their operative capacity.

The Galileo Project is an initiative of Las Higueras Hospital's Hemodynamic and Electrophysiology Unit, unique in the country's health care services. It was promoted by Dr. Francisco Albornoz, and it defines a new modality of services to improve the quality of cardiovascular treatments by means of teleprocesses in medical administration. The project consists of Web-based solutions and integrates electronic joint consultations, electrocardiography in its different modes, and echocardiography, connecting remote sites of referrals to one specialty center, maintaining the concept of efficiency in clinical decision making and therapeutic resolution.

"The telemedicine project in Talcahuano is in line with the corporate e-health program whose objective is to make high-end technologies available for the benefit of every Chilean. Health is one of the great concerns, and this service will shorten waiting times, facilitate opportune diagnosis, and keep illnesses from getting worse. Business Video Impact is Far Reaching



Many of the visitors to the AT&T booth at the VoiceCon 2009 are having their first experience of a TelePresence solution in action. Tina Vestal, customer care center manager at CHEP, perhaps sums it up best with her assessment -- "it's amazing!"

Earlier this week, BAE Systems Land and Armaments, part of the third largest defense company in the world, agreed to enhance their global employee collaboration and productivity with the AT&T Telepresence Solution.

BAE Systems will use Telepresence to provide an in-person meeting experience with executive leadership and engineering teams across the U.S., and the United Kingdom. This capability will also be expanded to Sweden, South Africa and other regions in the future.

Their TelePresence applications are intended to be far reaching, across numerous parts of their organization. Live video-based meetings will help them accelerate decision-making processes and problem-solving for high-priority projects.

More Productive Meetings, Less Unproductive Travel
With the anticipated increase in productivity through engineering team collaboration, and frequent management team interactions, the BAE Systems participants will also realize direct operational cost reduction.

AT&T's fully managed service includes in-room equipment, installation, full monitoring and management of the application, network provisioning, remote help desk service and on-site equipment maintenance and repair.

"We anticipate a reduction in travel time, costs, and realize other benefits -- including improved employee safety and quality of life through this environmentally-friendly tool," said Bharat Amin, VP & CIO at BAE Systems Land & Armaments.

Retailers Upbeat About TelePresence Applications



Companies with extended supply chains frequently need to collaborate with multiple partners -- simultaneously and visually. Yesterday at the National Retail Federation Conference in New York, AT&T and Cisco reminded attendees that they have added multipoint capabilities to their telepresence offering, which AT&T delivers as a managed service.

Attendees visiting AT&T's booth participated in videoconferencing discussions with Cisco employees in San Jose, and expressed confidence that they could apply the teleconferencing capabilities in their business immediately. Collin Cupid of high-end handbags and accessories manufacturer Coach said, "It made you feel like everybody's in the same room."

Sally Curtis of Planet Retail, a market research firm, said, "We can use this in our own context for communicating with customers. It's absolutely real." A couple of executives from United Rentals wanted an installation "yesterday," but were willing to settle for getting the equipment from the show floor. "Can we take that one right now?" asked Michael Ellis.

According to the companies, the AT&T Telepresence Solution works over the AT&T Virtual Private Network transport and provides:
  • AT&T-owned Cisco TelePresence equipment
  • Visual experience with the simplicity of a phone call
  • Installation, monitoring and management of the application
  • On-site equipment maintenance and repair, plus remote support
  • Ability to handle complex, multinational, inter-company communications
  • Security and reliability, as well as reduced IT staff requirements and limited impact on existing network applications
  • Reduced exposure to technological obsolescence, reduced upfront capital expenditure
Global companies with extended supply chains can use telepresence to improve communications and accelerate time-to-market. They can also apply the visual medium to transcend cross-cultural communication hurdles, and thereby improve the speed of decision-making and overall operational efficiency.

AT&T Telepresence Gets Retailers Talking



AT&T demonstrated its telepresence capabilities at this week's National Retail Federation conference in New York City. Retailers and other attendees are already talking about how the global industry could use Business Video technology to improve supplier and customer relationships, reduce travel expenses, and make supply chains more efficient.

Using Cisco's TelePresence technology for videoconferencing, AT&T offered attendees the chance to participate in sessions with Cisco employees in San Jose. Chris Eubanks of athletic equipment retailer Sports Authority said, "It was one of the most real things I'd ever seen. It was like being in the same room as the people in San Jose." Carlo Pochinesta of clothing manufacturer Gucci said, "It was as close to meeting in person as you can get and yet not be in the same room together."

As a salesperson, Erik Kostelnik of employment Web site careerbuilder.com found it helpful in his work. "I started reading the body language of the people. I'm in sales, so it's real important that to understand who I'm talking to and how they're responding to my questions."

Telepresence for Training and Improved Customer Experience
In addition, AT&T and Cisco announced that several retailers were already using AT&T's telepresence solutions. Office products retailer Staples is using it for corporate training, while Cabela's, one of the leading retailers of outdoor equipment is using it to improve the customer in-store experience.

Cisco's TelePresence solutions are part of its Connected Retail strategy to help retailers collaborate better with suppliers, partners and internal staff, while lowering operating costs.

Based on the reactions in the above interviews, telepresence is on its way to becoming a clear alternative to air travel for companies with a global presence. They can benefit from maintaining face-to-face discussions and relationships, while still avoiding the time and expense required for on-site visits.

Closing the Business Video Communication Gap


According to Matt Cowall at Appia Communications, if you look around the business video communication landscape today, you'll see two extremes in predominant use within the marketplace.

At one end are TelePresence and other highly sophisticated solutions. These are expensive and largely aimed at the enterprise market, but the quality of the video experience is excellent.

At the other end are PC- and Web-based solutions. These products are inexpensive, but often lack the quality and reliability that business users require.

Mid-Market Video Requirements
Somewhere in the middle, SMBs and similar organizations hope for the best of both extremes -- high video quality and reliability at an affordable price.

But a recent convergence of circumstances and next-generation technologies appears to be closing the gap in both directions, fueled by:
  • The soaring costs, hassles, and inefficiencies associated with travel
  • The slowing of the economy, which puts a premium on doing more with less
  • The focus on reducing carbon emissions
  • Internet Protocol (IP) technology, which cuts video transport costs, especially in comparison with traditional ISDN services
  • New video compression codecs
  • The emergence of Video as a Service (VaaS)

The Rise in Virtual Meetings

Case in point: in survey results released last month by the National Business Travel Association, travel buyers from over 320 U.S. companies reported a 57 percent increase in the use of videoconferencing, and 81 percent of those respondents said that the increase is due to a deliberate replacement of travel with video.
